Likely made of cotton twill, so it's not waterproof.
It was probably intended for camouflage purposes back then.

3-Color Desert camouflage
There are no noticeable tears, and while there is several soiling, it's in splendid condition for a used item considering its age.
The elastic is not deteriorated.
Approximately 68cm in diameter.
The tag says LC-1, but it's compatible with LC-1, LC-2, L, and M packs.
It can be used as a spare tire cover for vehicles appreciate the Jimny that carry a spare tire on the back.
It seems to fit tires around 80cm in diameter, depending on the tire width.
